§ 42-73. Violations and fines.

  • The following acts are deemed to be violations of this division, and the police department shall accept admissions to such violations and collect the civil fines therefor as specified after each violation:

    (1)

    Distance violations.

    a.

    Failure to park with the wheels of the vehicle parallel to the roadway and within 12 inches of any existing righthand curb on a two-way street, or failure to park with the wheels of the vehicle adjacent to and within 12 inches of the lefthand curb of a properly designated and signed one-way street .....$15.00

    b.

    Parking a vehicle within five feet of a public or private driveway .....15.00

    c.

    Parking a vehicle within 15 feet of a fire hydrant .....15.00

    d.

    Parking a vehicle within 20 feet of a crosswalk, where marked, or within 15 feet of the intersection of property lines at an intersection of streets and highways .....15.00

    e.

    Parking a vehicle within 30 feet of any flashing beacon, stop sign or traffic control device located at the side of a street or highway .....15.00

    f.

    Parking a vehicle within 50 feet of the nearest rail of a railroad crossing .....15.00

    (2)

    Blockade/obstruction violations.

    a.

    Parking a vehicle on a sidewalk or crosswalk, or parking a vehicle in such a manner as to block a sidewalk or crosswalk .....15.00

    b.

    Parking a vehicle on any street where otherwise allowed in such a manner or under such conditions as to leave insufficient width of the roadway for free movement of vehicular traffic .....15.00

    c.

    Parking a vehicle on private property without the permission of the owner, occupant or tenant of the property, but only upon the written complaint of the owner, occupant or tenant .....15.00

    d.

    Stopping, standing or parking alongside or opposite of any street excavation or construction or other such obstruction, when such stopping, standing or parking obstructs traffic .....15.00

    e.

    Parking or stopping a vehicle on the roadway side of any other vehicle stopped or parked at the edge or curb of a street (double parking) .....15.00

    (3)

    Miscellaneous.

    a.

    Stopping, standing, or parking a vehicle other than at the angle to the curb or edge of the roadway indicated by signs or markings .....15.00

    b.

    Parking a vehicle on any street, public parking lot or any other public property contrary to a posted sign indicating no parking or limited or restricted parking .....15.00

    c.

    Leaving a vehicle parked, stopped or standing with the motor running and the vehicle unlocked, and unattended .....15.00

    d.

    Parking a vehicle on any grassy area of any village park or grounds, except where such parking may be specifically allowed by a posted sign .....15.00

    e.

    Parking a vehicle on any berm or any area between a sidewalk and curb .....15.00

    f.

    Parking a vehicle in the front yard of any residence or building, except where done temporarily to facilitate moving or the upkeep of the residence or property .....15.00

    g.

    Parking a vehicle in the village cemetery, unless the owner or operator of the vehicle is in the cemetery for purposes related to the cemetery, and then only during the time period in which the cemetery is open .....15.00

    h.

    Parking, stopping or standing a vehicle on a posted fire route .....15.00

    i.

    Parking a vehicle for commercial purposes in any public area or parking lot except where it is incidental to the transaction of business otherwise being conducted at the location where the vehicle is parked, such as to load or unload merchandise (by way of example only), but then only to the extent that the free flow of traffic is not hindered or obstructed .....15.00

    j.

    Parking a vehicle in any alley at any time .....15.00

    (4)

    Handicapped parking. Parking a vehicle in a properly designated handicapped parking space, on public or private property, without a duly issued and displayed handicapped parking certificate or handicapped registration plate .....35.00

    (5)

    Time violations.

    a.

    Parking a vehicle on the streets or alleys between the hours of 3:00 a.m. and 6:00 a.m. .....10.00

    b.

    Parking a vehicle in any parking lot used or owned by the village for public parking, which shall include but not be limited to the parking lot at the community youth center on Morton Street, between the hours of 3:00 a.m. and 6:00 a.m. .....10.00

    c.

    Parking any vehicle on the northeast, northwest, or southwest parking lots owned by the village for more than three hours on any day between the hours of 9:00 a.m. and 6:00 p.m. .....15.00

    d.

    Stopping, standing or parking any vehicle on Main Street between Newbury Street and Washington Street, nor shall the owner thereof cause or knowingly permit the stopping, standing or parking of any vehicle on any day between the hours of 3:00 a.m. and 6:00 a.m. for more than one-half hour continuously .....10.00
